The 9am part is silly, but I've stood in line in the snow for ice cream in weather colder than that.
The popularity of cold-weather ice cream is even mentioned in the Ben & Jerry's cookbook. Their theory is that eating ice cream makes you feel warmer because it lowers the difference between your internal temperature and the ambient temperature. My theory is that ice cream tastes good, and being uncomfortably cold and eating something that tastes good is more pleasant than just being uncomfortably cold.
